I've managed to fit a skrapgang roster onto the back of a business card, so you really just need that roster, a d12 and apart from that it's all minis and terrain. No counters, no templates and no reference sheets required.<br /><br />As for steampunk... My standard line is that this isn't a steampunk game. You'll not see any coal-fired prosthetics in the Skrap World, or difference engine brains.
